The National Library of Finland feels both the responsibility for preservation and digitization (for access). In 1990 a Centre for Microfilming and Conservation was formed, but the microfilming of newspapers started already in 1951. In the project Nordic Digital Newspaper Library - 1640-1860, which ran from 1998 to 2001, many of these newspapers were made accessible by digitisation. A condition survey of the films showed that many had deteriorated: they could not be used for scanning and had to be made again. Eventually all films were scanned and made machine-readable by using OCR. The result is now available online and offers various search possibilities: http://tiden.kb.se
